Gujarat homestay guide Practical property and application checklist Reviewed 5 September 2026 ### Starting facts - Exact property address, survey/plot details and district. - Municipality/municipal corporation/panchayat/development authority. - Existing/proposed/under-construction/running status. - Current legal use/classification of property. - Number of rooms in whole building. - Rooms proposed for paying guests. - Proposed guest-bed count. - Proposed Silver/Gold/Platinum grade. - Whether food will be prepared/served. - Whether foreign guests will be accepted. ### Ownership and applicant file - Sole/joint/inherited/Government-lease/private-lease/entity ownership. - Current title documents. - Names and shares of all co-owners. - Co-owner NOCs where relevant. - Government lease and term where applicable. - Confirmation proposed applicant actually lives there. - Evidence property is applicant's principal residence. - Owner/family occupancy details. - Applicant identity/contact information. - Proposed authorised manager/operator. - Written Commissioner clarification for company/LLP/private-lessee/operator structure where applicable. ### Property readiness - Local residential-property status. - Building/development approvals applicable to exact property. - BU/occupancy/completion status as locally required. - 1–6 guest rooms; ≤12 guest beds. - Room-size measurements. - Bathroom-size measurements. - Attached-bathroom position for selected grade. - Kitchen hygiene. - Dining area. - Water/hot-water/sewerage. - Electrical supply and earthed sockets. - Internet/cooling/heating as grade requires. - Parking/road access. - Fire/smoke/heat requirements. - Garbage disposal. - Accessibility/local building obligations. - Environmental/CRZ/forest/heritage overlays. - No unauthorised renovation assumed permissible. ### Application - Create S4 Home Stay account. - Complete current online form. - Select grade. - Complete all current declarations. - Upload current official document set once reproduced from authenticated portal. - Obtain Annexure E homeowner Police Verification Certificate. - Attach co-owner/co-lessee NOCs as applicable. - Pay correct online grade fee. - Save application/payment acknowledgements. - Do not commence operations merely because application has been submitted. ### Inspection - Keep all uploaded originals/evidence available. - Check Annexure B line by line. - Verify room/bath dimensions. - Verify water, electricity, sanitation and hygiene. - Verify mandatory grade equipment. - Correct inconsistencies before inspection. - Preserve inspection/query correspondence. - Cure any notified deficiency within the applicable 30-day period. ### Operations - Display registration certificate. - Display room and applicable meal charges. - Maintain Annexure H guest register. - Retain domestic guest ID/address-proof copies; obtain written retention-period clarification. - Follow local police safety/security directions. - Protect guest/CCTV data. - Report facility changes within 30 days. - Report ownership changes immediately. - Set up Form III/FRRO capability before accepting foreign guests. - Submit foreigner arrival/departure reports within 24 hours and preserve electronic records for at least one year. - Obtain correct FSSAI registration/licence where food-business law requires. - Complete GST/Udyam/business registrations where independently applicable. - Maintain local fire/waste/water/environment compliance. - Do not assume RGP electricity billing until utility confirms it. ### Renewal - Calendar certificate expiry. - Begin readiness review well before the 30-day statutory-policy filing window. - File online renewal at least 30 days before expiry. - Pay grade-specific renewal fee. - Update police/property/ownership documents if the current process requires. - Notify classification/facility changes. - Preserve renewal acknowledgement. - Do not rely on late-renewal discretion as a routine strategy.
