1. SELECT THE REAL BASE
[ ] Exact address, ward/panchayat, khasra and revenue owner recorded
[ ] Decide whether the offer is central Manali, Dhungri/Old Manali, a quieter hillside or a Solang-side road base
[ ] Time the actual journeys to the market, bus arrival and any claimed excursion
[ ] Do not advertise Rohtang access as an included property privilege; check vehicle permits separately

2. WALK THE LAST MILE
[ ] Identify lawful vehicle stopping and real parking, not a neighbour's space
[ ] Carry a guest suitcase from that stop to the booked room
[ ] Repeat the approach after dark, in rain and for winter conditions
[ ] Record stairs, handrails, lighting, luggage assistance and an alternative during road closure

3. VERIFY BUILDING AND APPLICANT
[ ] Compare approved plan and use with current house, bathrooms and proposed alterations
[ ] Obtain TCP/local-body answer for the precise planning area and hillside works
[ ] Have slope, drainage, retaining walls and roof checked before major spending
[ ] Check owner recorded in record of rights; separate caretaker and billing roles
[ ] Stay within 1–6 guest rooms and 12 beds under the 2025 Himachal rules
[ ] Check room/toilet sizes and the rural separate-toilet exception where relevant
[ ] Resolve the Act/rules certificate-validity mismatch with Tourism before planning renewals

4. OPERATE AND BUDGET
[ ] Heating, hot water, water storage, power and winter response tested
[ ] Guest register, bills, digital payment, fire equipment and CCTV planned
[ ] Model shoulder weeks plus cleaning, transport help, staff and weather repairs
[ ] Local-body intimation and other independent permissions identified
[ ] Ask whether the chosen tariff band changes water/electricity charges
