1. LOCATE THE ACTUAL HOUSE
[ ] Record address, local body, survey parcel, title and road/easement rights
[ ] Describe town access or a named road/hill base without implying every tea estate is Munnar town
[ ] Time transfers from the realistic airport/rail arrival and town centre
[ ] Check whether Mattupetty and other outings are practical from this exact gate

2. KEEP THE RIGHT APPLICANT
[ ] Verify Kerala-resident owner and family will physically live in the house
[ ] Avoid treating a plantation lease, staff quarters or caretaker as an eligible homestay
[ ] Consider the separate Serviced Villa route if the property/lease structure genuinely fits
[ ] Mark no more than six guest rooms and twelve beds in an operational house

3. INSPECT LAND AND WEATHER
[ ] Check approved building plan/use and permission for each proposed room
[ ] Ask local authority about plantation, slope, forest or other land controls as applicable
[ ] Confirm rights to access road, water and drainage rather than assuming them from a view
[ ] Visit after heavy rain: runoff, damp, fog, low visibility and vehicle turning
[ ] Check retaining, roof, hot water, power, safe walkways and emergency access
[ ] Prepare Kerala checklist room/bathroom sizes, kitchen and grade-specific facilities

4. FILE AND BUDGET
[ ] Assemble residence, ownership, land-tax, PCC, food, plan and photos
[ ] Apply only once operational and ready for inspection
[ ] Confirm the current online fee against the older Government Order
[ ] Model ordinary monsoon/off-peak weeks, building maintenance and transport help
[ ] Diarise three-year classification and the reclassification application window
