1. ADDRESS AND STAY PROMISE
[ ] Khasra/address and Municipal Corporation or other local-body area established
[ ] Primary trip chosen: Mall/Ridge walking base, road-accessible hill stay or outer-area visit
[ ] Real journey to the Mall, Ridge and any promised Kufri outing timed separately
[ ] Parking/vehicle stop verified as lawful for this property, not borrowed from a neighbour

2. HILLSIDE ARRIVAL
[ ] Suitcase carried from the legal vehicle stop to the room
[ ] Steps, gradient, lighting, handrail, entrance and bathroom approach photographed
[ ] Arrival repeated after dark and during or after rain
[ ] Guest mobility, luggage help and weather-delay handover stated honestly

3. PLANNING AND BUILDING
[ ] Record-of-rights owner and co-owner position checked
[ ] Approved plan, existing use and proposed bathrooms/terraces/retaining work marked
[ ] Open, restricted, core, heritage and sinking/sliding-area position checked with competent authority
[ ] MC Shimla or other planning authority asked for the exact permission path
[ ] Qualified professional inspects slope, structure, roof, drainage and retaining walls where indicated
[ ] Water storage, hot water, heating, waste and fire access tested at planned room use

4. TOURISM AND OPERATIONS
[ ] Himachal 2025 private-house route and six-room/twelve-bed ceiling checked
[ ] Applicant is the recorded owner or written authority advice obtained for a non-standard structure
[ ] Tariff category, utility implications and certificate-validity conflict noted
[ ] Check-in, guest records, cleaning, weather repairs and staff cover assigned
[ ] Ordinary-month budget includes heating, water, transport help and building reserve
