Tripura notified its homestay Guidelines on 13 September 2024, and the latest located modifying notification is dated 18 March 2026.
From 1 April 2026, homestay registration/renewal applications are online-only; no manual application is to be accepted.
Registration/classification is administered through the Directorate of Tourism, with the Director central to application/classification and classification appeal.
Scope: Source-checked regulatory and business-planning guidance. It does not approve a particular title, building, tax position, food activity or operating structure.
01 / Executive finding
The practical starting point
- Tripura's operative homestay framework is the Guidelines for Homestays in Tripura, 2024, notified on 13 September 2024, read with the 18 March 2026 amendment. The 18 March notification expressly suppresses a 13 March 2026 amendment and therefore is the latest located instrument modifying the 2024 Guidelines. [S1, notification and pp. 1–15; S3, p. 1, items (i)–(vi)].
- Homestay registration is administered centrally by the Directorate of Tourism, Government of Tripura, at Swetmahal, Palace Compound, Agartala. The 2024 Guidelines direct applications to the Director, Tourism; the current official directory identifies Prashant Badal Negi, IAS as Director, Tourism. [S1, §4(a); S6, Who is Who].
- From 1 April 2026, manual applications are not accepted. Registration and renewal applications must be made through Tripura Tourism's designated online service. The 18 March amendment also requires registration, “Self Renewal” and appeal applications to be online. [S3, p. 1 item (iv); S4, notification].
- The basic applicant route is an owner of a private house or the owner's legal representative; §3(a) also says the promoter should be the owner or legal representative. The Guidelines do not expressly establish an LLP, company, partnership, professional management company, independent caretaker or unrelated long-term lessee as an eligible registration holder. [S1, §2, §3(a), §4(a)]. Those structures require written clarification.
- No Tripura permanent-resident certificate, domicile certificate or stated minimum period of state residence was located in the current homestay Guidelines. That absence should not be published as permission for non-resident ownership or operation because the definition and amended residence clause are themselves unaligned. [S1, §2–§4; S3, item (i)].
- The official sources are not aligned — host residence. The 2024 definition says a homestay is a private house in which the owner/legal representative and family are “physically residing”; the 18 March 2026 amendment replaces §3(b) with a rule that the owner/legal representative/promoter need not compulsorily reside in the same homestay unit. The definition was not correspondingly amended. [S1, §2 and §3(b); S3, item (i)].
- The official sources are not aligned — room and bed limit. The current amendment changes §3(c) from 1–5 to 1–10 guest rooms, but unchanged §3(d) still states that a homestay with more than five rooms is a “village lodge”, while unchanged Annexure IV still specifies maximum five rooms / ten beds. You should therefore not state “10 rooms permitted” as a fully settled rule until Tourism gives written clarification on §3(d) and Annexure IV. [S1, §3(c)–(d), Annexure IV p. 13; S3, item (ii)].
- The official sources are not aligned — police clearance. The current amendment expressly omits §3(e), which previously made a local-police Police Clearance Certificate an eligibility condition, but the unchanged application-document list in §8(e) continues to require a Police Clearance Certificate from the local police station. It is therefore unclear whether PCC remains an upload/document requirement. [S1, §3(e), §8(e); S3, item (iii)].
- Tripura retains three state classification grades: Class A/Gold, Class B/Silver and Class C/Bronze. The located fee table states ₹4,000, ₹3,000 and ₹2,000 respectively; re-classification fees are ₹2,000, ₹1,000 and ₹1,000. The score sheet sets ≥75 for Gold, 60–74 for Silver, 50–59 for Bronze and below 50 as not qualified. No current notification changing these amounts or scores was located. [S1, §§6–7; Annexure V].
- Registration/classification is stated to remain valid for three years. Re-classification is to be sought at least three months before expiry, while §10 separately says renewal should be completed at least 60 days before expiry. The current online “Self Renewal” workflow could not be inspected sufficiently to determine how these two legacy provisions are implemented in the live portal. [S1, §§7, 10; S3, item (iv)].
- The March 2026 amendment says a registration certificate is to be issued within 15 days of receipt of the online application, failing which registration is to be treated on self-certification as “Deemed Approval” and a certificate automatically generated. However, unchanged §§4 and 9 require physical verification/inspection before registration. The instruments do not explain what happens when inspection has not occurred within the 15-day period. - The premises must be ready for inspection when registration/classification is sought. The approval checklist covers guest-room condition, attached bathrooms, running hot/cold water, kitchen fire extinguisher/fire blanket, first aid, fire precautions, parking, guest records and public-liability insurance. [S1, §9(b)–(c), Annexure IV].
- After Tourism registration, §9(g) says the applicant is required to register the homestay with the relevant Panchayat or Municipal body. Tourism registration therefore does not itself settle local trade permissions, building use, planning, fire, food, property-tax or other address-specific approvals. [S1, §9(g)].
- A registered unit must maintain guest and billing/receipt records, a complaint/suggestion book, submit a monthly visitor report to the Director, display its registration/classification and prescribed information, and report material facility changes to Tourism within 30 days. [S1, §§12–15].
- Foreign guests, including OCI cardholders, trigger a separate national obligation under Rule 17 of the Immigration and Foreigners Rules, 2025: the accommodation keeper must maintain electronic foreigner records for at least one year and electronically submit Form III within 24 hours of arrival and again within 24 hours of departure. “Home stay” is expressly within the rule's definition of accommodation. 02 / Document chronology
Use the current rules and implementation
- Tripura Building Rules, 2017 — general urban building-control rules replacing the 2004 rules; relevant to ULB properties but not a tourism-registration instrument. [S9].
- Tripura Building (Second Amendment) Rules, 2020 — amended, among other things, fire-protection and Fire Service NOC provisions. [S10].
- Tripura Tourism Policy 2020–25 — stated to remain in force for five years from issuance. It contains the legacy Paryatan Sahayak Prakalp interest-subvention framework. It should no longer be described as the current tourism policy merely because the PDF remains downloadable. [S7, §6; Annexure II].
- 13 September 2024 — Guidelines for Homestays in Tripura. This created the located state-specific registration/classification framework and Annexures I–V. [S1].
- 17 January 2026 — prior homestay amendment referenced by later notification. Text: Not stated in the current official material reviewed. Its notification number is cited by S2. [S2].
- 13 March 2026 — homestay EoDB amendment. It changed residence, room count, PCC eligibility and online submission and expressly suppressed the 17 January 2026 notification. [S2].
- 13 March 2026 — separate Tourism Policy 2025 notice. It states that no provision of hotel-star classification from essential services/licences etc. exists in the “Tripura Tourism Policy 2025”. The underlying Tripura Tourism Policy 2025 document was Not stated in the current official material reviewed after targeted searches of the Tourism Department and State Government official domains. - 18 March 2026 — current homestay amendment. It expressly suppresses the 13 March homestay amendment; repeats its residence, 10-room, PCC-omission and online provisions; adds B&B to the homestay definition; and adds the 15-day/deemed-approval mechanism. This is the latest located homestay-specific modifying instrument. [S3].
- 1 April 2026 — mandatory online-only operation. The implementation notification says no manual homestay registration/renewal applications are accepted from this date. [S4].
Central incentive chronology
- 9 March 2024: UNNATI, 2024 notified for all eight North-Eastern states including Tripura. [S19].
- 19 June 2025: DPIIT issued specific homestay guidelines and related UNNATI implementation modifications. [S18].

Publication point: “B&B is included in Tripura homestay” is currently supported. “A six-to-ten-room homestay is clearly permitted” is not yet safe to publish because the unchanged village-lodge and Annexure-IV provisions contradict that proposition.

Check whether the applicant and property qualify
Step 1 — Fix the exact property address and local-body category.
- Identify whether the site is inside an Urban Local Body, Municipal Corporation, Municipal Council, Nagar Panchayat, Gram Panchayat/Village Committee/TTAADC area or another special area.
- If this cannot yet be identified because the person has only capital and no property: Not established in the published material for a registration route without a property. Property-search screening must come first.
- If the address is known and is an ordinary rural or urban Tripura property, the tourism definition is geographically capable of applying; separate local/building/environmental checks remain. Proceed to Step 2. [S1, §§2, 4]. Step 2 — Establish title/possession and the intended registration holder.
- Individual private-house owner with clear title: proceed.
- Co-owner/inherited property with the required ownership evidence and co-sharer affidavit: proceed, subject to title verification. [S1, §8(b)].

Important distinction: DPIIT's UNNATI homestay incentive guidelines expressly permit an authorised caretaker in close proximity and contemplate registered leases, but those provisions govern UNNATI eligibility. They cannot be imported into Tripura's state tourism-registration rules. [S18, p. 7].

Nature of the 15-day period
The 15 days is stated in the amendment itself, not merely as a portal estimate. It therefore has stronger status than an administrative service target. What is not settled is the relationship between this provision and the unchanged physical-inspection prerequisite.

Certificate and public-information display
Every registered homestay is directed to display conspicuously:
- name of homestay/accommodation;
- registration certificate;
- “Rates approved by the Government”;
- emergency contact numbers; and

Guest records and identity
The state approval checklist requires a guest register containing names, addresses, passport number for foreign guests, government-issued ID for Indian guests and arrival/departure dates. Fire threshold caution
The 2020 Building Rules amendment states, in Rule 79, that permission for erection/addition/alteration of a residential building beyond the specified 15 m / 1,000 sqm threshold and a non-residential building beyond 15 m / 500 sqm threshold requires Fire Service NOC through the building-plan system. Evaluate incentives without assuming sanction
A. Incentives stated in the Tripura Homestay Guidelines 2024
S1 §16 states that duly registered homestays may receive/benefit from:
- use of the Tripura Tourism brand;
- property-tax rate applicable to residential purposes as prescribed by the appropriate authority;
- government facilitation in obtaining loans for improvement/conversion of existing houses;
- training;
- listing on the Tourism Department website/brochures;
- exposure through fairs/B2B; and
- annual awards. [S1, §16]. These are not equivalent to a cash subsidy entitlement. In particular, no current implementing order was located proving that every ULB automatically assesses every registered homestay at residential property-tax rates.
B. Paryatan Sahayak Prakalp — legacy state scheme
Official scheme name: Paryatan Sahayak Prakalp / Guidelines for the “Interest Subvention Scheme” to promote entrepreneurship in tourism sector. Located source status: contained in Tourism Policy 2020–25, which states that the policy remains in force for five years. No current 2025/2026 standalone order was located confirming that new applications remain open after that policy period. It must therefore be labelled LEGACY — CURRENT APPLICATION STATUS NOT CONFIRMED. [S7]. Legacy terms located:
- tourism-related loan support up to ₹5 lakh per person for the interest-subvention calculation;

A project seeking both state Tourism registration and UNNATI must satisfy both sets, including whichever rule is more restrictive for that purpose.
FSSAI issue within UNNATI

- whether owner/family will reside at the property or elsewhere;
- who will operate, employ staff, contract with guests and receive booking money;
- intended room and bed count;
- whether a 1–5-room plan is commercially acceptable pending clarification of the 6–10-room conflict;
- sanctioned building use and legality of existing construction;
- fire, environmental, forest, tree, heritage and protected-location screening;
- local-body post-registration requirements;
- food-service model and FSSAI route;
- whether foreign guests will be accepted and who will manage Form III;
- insurance availability; and
- whether UNNATI is being pursued early enough to preserve its investment and application requirements.
Before construction or renovation
No project should assume that “future homestay registration” authorises construction. Architectural scope should first be reconciled with building permission, occupancy/use, access, sewage, water, electricity and Fire Service requirements for the exact property. Tourism's inspection-ready rule means design and construction should also work backward from Annexure IV rather than leaving approval requirements to the end. [S1, §9 and Annexure IV].
Can registration holder and operator differ?
NOT ESTABLISHED IN CURRENT TRIPURA OFFICIAL SOURCES. The state Guidelines expressly work through the owner or owner's legal representative. They do not contain a provision equivalent to a hotel management agreement rule that clearly separates:
- property owner;
- registration holder;
- resident host;
- operator;
- OTA merchant;
- employer; and
- investor. A project management agreement may allocate contractual responsibilities between private parties, but it cannot by itself make an otherwise ineligible operator into the statutory registration holder.
What an LLP or management agreement cannot solve by itself
An LLP agreement, shareholders' agreement, lease, management contract or revenue-share contract cannot by itself resolve:
- whether the entity is eligible to apply;
- the owner-residence conflict;
- the village-lodge/10-room conflict;
- PCC status;
- local building use;
- fire NOC;
- FSSAI;
- foreigner reporting;
- local-body registration; or
- title defects.
Property-development scope
Any scope involving structural alteration, extra floors, change of use, additional guest rooms, new kitchen/dining infrastructure, parking, septic/sewage work, tree removal or fire installations should be conditioned on property-specific approval.
Commercial-planning inputs
Property evaluation should carry separate fields for:
- title;
- local-body jurisdiction;
- planning status;
- sanctioned occupancy;
- room/bed regulatory plan;
- water source;
- electrical load;
- sewage/waste;
- access/parking;
- fire status;
- food model;
- staffing/host structure;
- applicant structure;
- Tourism grade target;
- insurance;
- foreign-guest capability;
- UNNATI eligibility if relevant; and
- unresolved written-authority questions. No occupancy, tariff, project cost, opening timeline, income or return assumption should be derived from the regulatory documents.
Questions that must be answered before the project team proposes business terms
At minimum:
- Who owns the property?
- Who is proposed to hold the Tourism certificate?
- Is that person/entity expressly eligible?
- Where will the owner/family/legal representative live?
- Is a caretaker proposed?
- Is a separate management company proposed?
- How many rooms/beds are intended?
- Will the operator accept foreign guests?
- Will food be sold?
- Which entity invoices accommodation and food?
- Who employs staff?
- Who carries guest/public-liability insurance?
- Who pays for compliance upgrades?
- Who owns improvements at termination?
- Is any UNNATI claim contemplated?
- Does the arrangement survive sale, death, lease expiry or operator replacement?
- Which changes require advance written Tourism confirmation?

Resolve conflicting official instructions
Conflict 1 — owner/family residence
Source A: S1 §2. Proposition: a homestay is a private house where the house owner or legal representative and their families are physically residing. [S1 p.1]. Source B: S3 item (i). Proposition: §3(b) is replaced so the owner/legal representative/promoter “need not compulsorily reside in the same Homestay Unit.” Hierarchy/date: S3 is later and expressly amends §3(b), but it does not say that the residence language in §2 is deleted or replaced. Status: The official sources are not aligned. Affected properties: non-resident owners; remotely operated properties; caretaker-run units; management-company models; second homes. Written answer should come from: Director, Tourism, with escalation to Secretary, Tourism.
Conflict 2 — 10 rooms versus village lodge
Source A: S3 item (ii): §3(c) amended to minimum one and maximum 10 rooms. Source B: S1 §3(d): any homestay with more than five rooms will be categorised as “village lodge.” Hierarchy/date: S3 is later, but only §3(c) is expressly replaced. §3(d) remains untouched. Status: The official sources are not aligned. Affected properties: every proposed 6–10-room property. Authority: Director, Tourism; written clarification should state whether §3(d) is impliedly deleted, whether “village lodge” remains a separate registration category, and which checklist applies.
Conflict 3 — 10 rooms versus Annexure IV five-room/ten-bed checklist
Source A: S3 item (ii): 1–10 rooms. Source B: S1 Annexure IV §2(a): “Minimum 1 lettable rooms & maximum 5 rooms (10 beds) with attached bathrooms.” Hierarchy/date: S3 does not expressly amend Annexure IV. Conflict 5 — physical inspection versus 15-day deemed approval
Source A: S1 §§4(b), 9(b)–(d) requires physical verification and an inspection recommendation before certification. Source B: S3 item (vi) requires certificate within 15 days and says failure results in self-certification-based deemed approval and automatic portal generation. Hierarchy/date: S3 inserts the deemed-approval sentence into §9(d) but does not delete the inspection clauses. Status: The official sources are not aligned as to sequencing. Affected properties: any application where Tourism inspection is pending on day 15. Authority: Director, Tourism / EoDB nodal authority. Conflict 6 — online Self Renewal versus DD/cash renewal wording
Source A: S3 requires applications for “Self Renewal” to be online; S4 makes the portal exclusive from 1 April 2026. Source B: S1 §10(c) says renewal fee is payable by demand draft or cash. Source A: S8 expressly refers to “Tripura Tourism Policy 2025.” Source B: the official downloadable comprehensive policy located is Tourism Policy 2020–25, which states a five-year validity period.
