The short answer

First confirm the owner, location and living arrangement.

Under the 2026 rules, an Uttarakhand homestay is a residential building owned by permanent residents of the state, situated in a rural area or Nagar Panchayat, where the owner or the owner’s family lives permanently and provides food and accommodation.

The current signup declaration says “rural area” only. If the address is in a Nagar Panchayat, obtain a written answer from the relevant District Tourism Development Officer before spending or applying.

Use the June 2026 rules, not an old six-room summary.

The Uttarakhand Tourism and Travel Business Registration Rules, 2026 came into force on 5 June 2026. They supersede the 2014 tourism registration rules and the 2015 Guest Uttarakhand Homestay Rules. UTDB · Uttarakhand Tourism and Travel Business Registration Rules, 2026 · p. 1

The rules now place homestays and bed-and-breakfast units inside one wider tourism-registration framework. They set the category, registration fee, review process, classification, operating duties, penalties and appeal route.

Current capacity

The 2026 text permits a minimum of one and maximum of eight rooms. It separately states two to a maximum of 24 beds. Because those two numbers do not create a complete occupancy formula, confirm the accepted room-and-bed plan in the application before fitting out the property. If the owner lives elsewhere, the property is urban, or a company intends to operate a standalone accommodation business, do not rename the arrangement to make it fit. Examine the B&B or another appropriate tourism-unit route.

03 / Homestay or B&B

The operating arrangement decides the category.

The rules charge ₹1,000 for homestay registration and ₹5,000 for B&B registration. Both are classified as Gold, Silver or Bronze after assessment. An LLP or management agreement does not by itself establish the category. Record the property owner, registration holder, resident host, service provider and contracting party as separate roles before forming the operating structure.

04 / Property standards

Prepare for use, classification and inspection.

The registration checklist assesses the property for Gold, Silver or Bronze classification. Core items include a clean, furnished guest room, bathrooms and toilets, comfortable beds, kitchen and utensils, waste disposal, arrival and departure records, and the amenities applicable to the chosen grade and location.   • Keep the building clean, soundly constructed and equipped with one fire extinguisher per room.
  • Plan safe access and parking: the rule describes one car space for one room and another space for each additional room, or a secure alternative arrangement.
  • Mark guest rooms, family-use rooms, common areas, kitchens, toilets and access clearly on the property plan.
  • Check water, hot water, heating or cooling, internet and room sizes against the selected classification—not only against guest expectations.

Local building, use, fire, food and environmental requirements remain separate checks. Registration under the tourism rules does not erase another authority’s role.

05 / Documents

Build one consistent application file.

The rules require a character certificate for the building owner from the district administration, no more than six months old, together with the Annexure 2 homestay affidavit. The affidavit is prescribed on ₹100 non-judicial stamp paper and covers permanent residency, ownership, rooms, the building map or older-construction position, and compliance. For a jointly owned building, the application requires the co-owners’ consent or no-objection. Keep the ownership record, address, applicant name, room count and building description identical across the application, affidavit, plan and photographs.

06 / Application

Apply online and retain the complete trail.

  1. Resolve eligibility first. Confirm the location category, ownership, resident-host arrangement and intended room plan.
  2. Create the UTDB account. Use the official signup and accept only declarations that are true for the property.
  3. Complete the application. Enter personal, location, accommodation and additional details; then upload the current documents.
  4. Review before payment. Save a copy of the preview and pay the amount shown on the official portal.
  5. Track DTDO review. Monitor Submitted, Under Review, Documents Required, Rejected or approved status and answer queries through the portal.
  6. Download and check the certificate. Verify the name, address, category, rooms, grade and dates before opening.

The official walkthrough says the District Tourism Development Officer reviews the application and generates the certificate after approval. It does not promise approval merely because payment was accepted. UTDB · Homestay registration portal user guide · p. 8

Older certificates issued for two years need attention before their own expiry. Do not use a five-year rule to assume an existing certificate’s printed date has changed automatically.

08 / After registration

The certificate begins the operating work.

  • Maintain an authentic visitor register and collect the required guest identification details.
  • Upload domestic and foreign tourist statistics in the prescribed format by the seventh of each month.
  • Display the QR-coded registration certificate in the room or common area where guests can see it.
  • Display rates, issue a detailed bill and keep the duplicate record safely.
  • Maintain complaint arrangements, waste disposal, safety equipment and the approved facilities.
  • Report accidents or serious incidents promptly to the district administration or police.

The rules treat registered homestay buildings as non-commercial residential units for water, electricity and house-tax rates. They also prohibit operating without registration and provide monetary penalties for default, false statements, improper transfer or renewal and other misconduct. Food registration, tax treatment and foreign-guest reporting must still be checked through their own current routes. Start with the official FSSAI registration information and Bureau of Immigration accommodation-reporting portal.

09 / Business planning

Make the registration route fit the business.

Before construction or renovation, prepare a single plan covering property rights, local use, access, room mix, classification target, water, power, staffing, food, guest demand, opening costs and working cash. Do not start with an assumed subsidy or an assumed nightly rate.

The UTDB policy page links homestay-support schemes, but a scheme page is not a sanction. Identify the eligible applicant, location, expenditure, bank process and written approval before placing assistance in the funding plan. UTDB · Homestay policy and scheme downloads

Rudraleela can begin with capital, land, a building or an operating property. In Uttarakhand, the first task is to establish whether the proposed arrangement fits homestay, B&B or another route; then property development, ownership, funding and management terms can be designed around the answer.

Before you proceed.

Can an urban property register as a homestay?

The 2026 definition places homestays in rural areas and Nagar Panchayats. The same rules define B&B units across rural and urban areas. Establish the actual address category and operating arrangement before choosing the route.

Can someone who is not a permanent Uttarakhand resident register?

The homestay definition and current signup declaration require permanent Uttarakhand residency. A different ownership or investment arrangement needs a category-specific assessment; capital alone does not make the investor the eligible homestay applicant.

Can a caretaker run the property?

The homestay definition requires the owner or owner’s family to reside permanently. The B&B definition allows an authorised operator, manager or contracted service provider. Do not use caretaker staffing to bypass the homestay residence condition.

Does registration guarantee financial assistance?

No. Tourism registration, a lending decision and scheme assistance are separate outcomes with separate conditions.

Who resolves the Nagar Panchayat wording conflict?
