Punjab's 2021 B&B/Homestay scheme is for an individual owner physically living in the same residential property, with one to six guest rooms and a twelve-bed ceiling. Its B&B and Homestay options differ on breakfast. In Amritsar, map the actual taxi drop, walking route and quiet-household service before claiming temple proximity.
Scope: This guide turns official destination and registration material into property questions. It does not establish title, permitted building use, an approval, occupancy, a subsidy or room revenue for an individual address.
01 / Owner and category
The family home is the category; breakfast changes the sub-route.
Punjab's Bed & Breakfast/Homestay Scheme-2021 requires an owner of a residential property who physically resides in that same house. The eServices description says an individual can apply. It offers one to six lettable guest rooms and a maximum of twelve beds. A caretaker-only or company-held operation should not be presented as automatically qualifying.
The Punjab scheme distinguishes B&B from Homestay by the standard food offering: B&B includes breakfast, while the Homestay option is accommodation without it as a standard inclusion, though an owner may arrange breakfast by agreement. Choose the genuine service before filling in the form and assess separate food-safety duties where food is supplied.

If the registered owner will not live in the house, an operator agreement does not supply the missing household. Investigate a different accommodation route before spending.
02 / Choose the guest route
A temple visit, a heritage walk and a wider-city stay are not identical.
Amritsar district identifies Sri Harmandir Sahib, Heritage Street, Jallianwala Bagh and the Partition Museum as distinct visitor anchors. A home that serves an early temple visit may need a different arrival and quiet-hours plan from a family home chosen for a longer city stay. Do not use 'near Golden Temple' without measuring the real route.
A road-based visitor may also want other district excursions; that does not make a house convenient to the old-city pedestrian circuit. Choose one primary guest need and describe the alternatives with truthful transfer times and modes.

Test the route from the vehicle stop before listing walkable minutes.
Walk from the likely rail or taxi arrival at the hour the guest will actually come. Note one-way movement, legal stopping, shaded or exposed walking, luggage stairs and the route back after dark. A house in a narrow lane can be an appealing local stay, but it needs clear map-pin and gate instructions.
Guests may be on a devotional visit; avoid treating the sacred precinct as a hotel amenity or promising preferred access. Provide practical, respectful guidance and keep the property itself quiet, clean and genuinely household-led.

04 / Local building status
An old-city facade or extra floor still needs a lawful plan.
Municipal Corporation Amritsar publishes separate building-plan and completion/occupation services. Compare title, approved plan, current use and any proposed renovation before adding guest rooms. A Punjab Tourism certificate does not itself sanction an extra floor, roof conversion, fire exit or change of use.
Inspect drinking water, sewerage, kitchen, room ventilation, fire basics, electrical load, safe stairs and any parking claim. Gold classification has property-age, open-area and inside-premises guest-parking conditions; a central lane home may be a better Silver candidate than an implausible Gold filing.

Punjab's public service page lists the B&B/Homestay application and upload items; the 2021 notification has a fuller application, declaration and checklist. Prepare owner identity and title, layout, photos, construction-year evidence and the facility details for the chosen grade. The PHTPB issues the certificate after the regulatory process.
Official materials are not fully aligned on turnaround and certificate duration: the eServices page says fifteen days and 'Lifetime', while the scheme also mentions renewal and a different processing formulation. Use the state guide and written departmental confirmation instead of promising that payment automatically authorises opening.

06 / Ordinary-week budget
Price the household operation, not a festival rush.
Compare homes with similar real walk and service. Model a normal week at a defensible net rate, then deduct family-host time, breakfast if included, cleaning, linen, utilities, repairs, commissions, taxes and a budget for arrival help when the lane demands it.
A peak pilgrimage period can be upside, but it does not justify misdescribing the route or buying a house that cannot meet owner-residence and building requirements. A smaller truthful family stay may have stronger reviews than a more expensive but confusing location.
