The short answer
Heritage appeal does not waive the resident-host or building test.
Karnataka's current homestay route requires a privately owned residence with the owner or spouse/children physically living there; rented and leased houses are excluded. Around Hampi, the property's exact location relative to monuments, heritage controls and the local authority must be established before any conversion or expansion is priced.
Scope: This guide turns official destination and registration material into property questions. It does not establish title, permitted building use, an approval, occupancy, a subsidy or room revenue for an individual address.
01 / Resident host
The owner-family test comes before the heritage concept.
The notified Karnataka guideline defines a homestay as a privately owned residence where the owner or spouse/children physically reside. It excludes rented, leased and sub-let houses and caps lettable accommodation at six rooms and twelve beds. A hired manager alone cannot turn a vacant heritage-area house into that category.
Write down who owns the house, who actually sleeps there, which rooms are family rooms and which are offered to tourists. If the intended project is an absentee investment or a long lease, investigate a different lawful accommodation category before negotiating the property price.

02 / Choose the locality
Hampi village, Kamalapura/Hosapete and Anegundi are different bases.
Karnataka Tourism describes Hampi's Sacred and Royal centres rather than one compact attraction. A house near the Virupaksha area, a road-accessible base in Kamalapura or Hosapete, and a property across the Tungabhadra toward Anegundi will have different entry routes, local bodies and heritage checks. A listing should name its actual settlement.
Walk the guest's route to the sites it claims to serve; account for heat, shade, drinking water and the return journey. Do not promise that a river crossing or a particular monument route is available at every hour or season without checking current arrangements.

03 / Heritage controls
Locate the parcel on the protected-area map before drawing a new room.
UNESCO identifies a managed World Heritage landscape at Hampi involving the Archaeological Survey of India, Karnataka and the Hampi World Heritage Area Management Authority. This is not a blanket ban on homes, but it means an ordinary village plot cannot be assumed free of monument, buffer, height, design or land-use controls.
Obtain survey and title records, the sanctioned building plan and a current written view from the relevant planning/heritage authority before extending a veranda, rooftop, boundary wall or guest block. Do not rely on a neighbour's construction as proof that this parcel has permission.

- Map the survey number against heritage and monument controls with the competent authority.
- Compare the existing structure and rooms to the sanctioned plan.
- Check drainage, sewage, water and waste arrangements without affecting an archaeological or river setting.
04 / Actual guest circuit
Make a usable itinerary, not a promise to be beside everything.
Hampi's attractions occupy separate clusters. Test how a first-time visitor reaches the front door from the likely rail or road arrival, then how they reach the Sacred and Royal centres. Verify legal parking or vehicle drop-off, walking distance, exposed stretches and the route after dark.
The best hosted proposition may be a resident family's practical advice on when to leave, what can be walked, where to refill water and how to preserve the site. That value must come from a real host and a truthful address rather than generic 'steps from every monument' copy.

05 / District route
Prepare the Karnataka file only after the house and heritage position are sound.
Use the Karnataka state guide and current notified guideline for district application, owner-residence evidence, capacity and inspection. The guideline's fee is the government-notified amount; the reviewed public material does not support inserting an older rupee figure into this project plan.
Tourism registration and a heritage/building permission decide different questions. A successful tourism inspection cannot regularise an unauthorised floor or grant the right to alter protected surroundings. Preserve the written responses from both authorities in the property file.

06 / Small-home economics
Price shade, service and compliance before festival upside.
Model ordinary available nights, realistic net room rate and seasonal maintenance. Deduct resident-host time, housekeeping, drinking water, power, laundry, guest transport help, repairs and booking commissions. A peak event or a famous monument does not establish year-round occupancy at one address.
If heritage limits prevent the proposed extra rooms, rerun the model at the lawful room count rather than assuming the category cap is a buildable entitlement. A compliant small home with a clear circuit can be more viable than an ambitious, unapprovable expansion.
