How to start a homestay in Manali

A room near the Mall, a hillside family house and a valley-road retreat solve different guest problems. Test the route to the actual door before pricing any of them as a Manali homestay.

The short answer

Choose the house and its access before selling the mountain view.

The Himachal Pradesh Home Stay Rules, 2025 allow an owner of a qualifying private house to apply for up to six guest rooms and twelve beds; owner residence is not mandatory. In Manali, the make-or-break work is verifying title, planning status, slope and weather readiness, and the guest's final walk or drive to the entrance.

Scope: This guide turns official destination and registration material into property questions. It does not establish title, permitted building use, an approval, occupancy, a subsidy or room revenue for an individual address.

01 / Choose the base

Mall access, a quiet hill home and a Solang-facing stay are not interchangeable.

Himachal Tourism describes the Mall as Manali's central walking and shopping area, while Dhungri's Hidimba Temple and Solang Valley sit on different visitor journeys. A property can serve one of these well without being conveniently located for the others. Describe the actual address and travel time, not a destination-wide promise.

The house also needs a defensible reason to win a booking: host-led local knowledge, genuinely comfortable rooms, a workable family stay, or a calm base for road outings. A distant snow view does not compensate for uncertain parking, a steep approach or unreliable winter water.

02 / Road and last mile

Walk the luggage route in ordinary rain and winter conditions.

Manali's official destination page describes road arrivals and a small main-market parking area rather than parking at every house. Mark where a taxi can legally stop, where guests actually unload, and whether the final route has lighting, stairs or a slippery surface. Test the return journey after dark, not only a sunny afternoon arrival.

Rohtang Pass is a regulated excursion with a separate vehicle-permit process; it is not a guaranteed amenity of a Manali room and its visitor rules can change. If an owner plans to sell a Solang or Rohtang itinerary, distinguish accommodation from separately arranged transport and check the current official access conditions before each promotion.

Do not promise what the road cannot deliver

If the last climb needs a porter, four-wheel drive or seasonal alternative, put that fact in the listing and budget the service rather than hiding it behind a mountain photograph.

03 / Hillside building

Check what has been sanctioned before altering a slope-side house.

The official Kullu Valley/Manali planning material treats Manali as a planned landscape with land-use and construction controls. An existing private dwelling is not automatically approved for an extension, retaining wall, extra floor or change of use. Identify the exact planning and municipal jurisdiction, compare the sanctioned plan with the built condition and seek the relevant permission before works begin.

Inspect the retaining structure, roof and wall dampness, storm-water path, winter plumbing, safe stairs, heating, electrical load and emergency vehicle approach. Ask a qualified professional to assess structural and slope concerns; a Tourism inspection is not a structural safety assessment.

  • Sanctioned plan and current floor/room use match the physical house.
  • Water, sewage, slope drainage and winter access work without an optimistic weather assumption.

04 / State registration

Apply as the recorded owner under the 2025 Himachal rules.

The current Home Stay Rules define the applicant as the owner recorded in the relevant revenue record. They permit one to six guest rooms and no more than twelve beds, with different minimum room and bathroom areas for newly built and already constructed dwellings. The owner need not live in the registered house, but that flexibility does not itself make a lessee or management company the certificate holder.

The amended parent Act says two years' certificate validity while the special Rules describe one- or three-year payment and renewal; obtain written departmental clarification rather than choosing the longer period in a business plan.

Applicant test

A management agreement is not a substitute for a recorded owner. Resolve the registration-holder, billing and caretaker roles before signing a long commercial contract.

05 / Hosted operation

Design a warm stay that works when the weather changes.

Specify who meets a late bus arrival, carries bags if the last walk requires it, supplies drinking water, checks heating and responds to a power or plumbing problem. Keep the room photograph, stated view and parking description true to the booked unit. A good Manali host can explain the valley without selling unverified adventure access.

Set up the verified guest records, bill book, online payment, certificate display, fire basics and common-area CCTV required by the state rules. If food is prepared, assess the applicable food-business registration separately. Foreign-guest reporting uses the current central Form III route, not the older label found in some state material.

06 / Ordinary-month test

Model shoulder weeks and weather costs, not only snow photographs.

Compare homes with the same actual access and room quality. Build a monthly model from bookable room nights, a plausible net rate and a conservative occupancy scenario. Deduct staffing, housekeeping, heating, hot water, repairs, commissions, taxes, replacement linen and transport assistance where promised.

A summer or snow-season peak can be upside, but it should not finance an unsafe staircase or an undocumented floor. If the project needs continuous peak-season pricing to work, revisit the acquisition or renovation budget before applying.

07 / Next step

Review the address, not just the destination.
