Confirm the host lives there before buying the tourism idea.
Karnataka’s current homestay guideline defines a privately owned residence where the owner or spouse/children physically reside. It excludes rented, leased and sub-let homes. Once that test is met, check the address, building status, guest journey and district registration process. Do not use a manager or lease agreement to paper over a different operating model.
Scope: Official destination and government-service sources support the local starting points; they do not certify a title, approved plan, licence, forecast or legal position for a particular address.
01 / Applicant
The first Mysuru question is who owns and actually lives in the house.
The notified Karnataka guideline allows a privately owned residence, including a residence on a farm or plantation, as a homestay when the owner or immediate family—spouse or children—physically resides in the same home. Rented, leased and sub-let residences are expressly excluded. An owner with multiple houses may register only one where that owner lives. Record the title holder, co-owners, applying family member, resident host and day-to-day manager separately. If the project depends on a corporate lease or an absent owner, assess another lawful accommodation category instead of calling the building a homestay. A management agreement does not alter who occupies the residence.
If no qualifying owner or spouse/child will live in this Mysuru house, do not price the project on the assumption that the homestay certificate can be obtained.
02 / Visitor journey
A palace visit, a Chamundi outing and a quiet neighbourhood stay sell different advantages.
Karnataka Tourism identifies Mysuru Palace, Devaraja Market and Chamundi Hills as different visitor experiences. It also treats Srirangapatana as a separate nearby destination. 03 / Door-to-door arrival
Test the station, road and late-return route to the same front gate.
Map the realistic rail or road arrival, legal vehicle stop, visible house number, safe pedestrian approach and route back after an evening outing. Test it with a first-time visitor rather than a family member who already knows the lane. If the property relies on a hired driver for palace or hill visits, include that time and cost in the guest information.
Photograph the real entrance, bookable room, bathroom and any advertised view. A garden or shaded verandah may be a strong reason to choose the home, but it cannot substitute for a reliable check-in, hot water, privacy and an accurate map pin.
04 / Building and local use
Check the residential building before adding guest rooms.
Mysuru City Corporation lists building-plan and trade-licence procedures, including title and tax records and additional approvals where applicable. Determine whether the exact parcel is in the Corporation or another local body; compare its approved use and plan with the current house and each proposed alteration. - Mark owner/family areas, proposed guest rooms, bathrooms, kitchen, entrance and any shared spaces.
- Check ventilation, water, drainage, electrical load, fire basics, waste collection and bedroom privacy.
- Obtain a professional view before altering a roof, staircase, load-bearing wall or older building.
- Ask the relevant local authority whether any separate licence or use permission applies; do not infer a blanket exemption from the Tourism guideline.
05 / Tourism route
Use the notified Karnataka guideline and district process.
The current guideline sets a one-to-six lettable-room, twelve-bed ceiling and sends applications to the district Deputy Commissioner through the Tourism process. Its inspection and approval path does not excuse incomplete ownership or building facts. The guideline says the fee is the amount notified by Government; the reviewed official material does not establish a settled rupee amount. Do not copy an older scheme fee into a project budget. Nor should the guideline’s 45-working-day language be treated as permission to operate on day 46 without a certificate; the state guide explains the timing conflict with the parent Act.
06 / Running the home
Build a hosted stay, not an unstaffed palace-themed rental.
Decide how the resident family will welcome guests, explain the home, provide breakfast and maintain privacy between family and guest areas. Assign reservations, room cleaning, records, food, emergency response and weekly cover without making the owner permanently on call. The family’s real residence and the actual service arrangement should match what the registration describes.
07 / Revenue test
Make the normal week work without a Dasara windfall.
Compare actual small homes with similar location, access and facilities—not palace hotels or peak-festival listings. Model room nights across quieter weeks at a defensible net rate. Deduct food, people, utilities, linen, commissions, repairs, taxes and a reserve for the house. A festival can be an upside scenario, never the baseline that justifies an unsuitable lease or conversion.
