Write down who owns the property, who will live there, its location and every room’s proposed use. Use those facts to establish the registration route before commissioning work or signing a management agreement.
This guide includes the June 2026 amendments. Older summaries are not enough.

01 / Current policy
Read the policy with its amendments.

Keep a dated copy of the material used for your application. If someone gives you a different answer, ask which order, clause and property category it is based on. A screenshot without a source date is difficult to rely on later.
02 / Property category
Who lives there changes the route.

For a managed property: describe the actual living and staffing arrangement. Calling the accommodation a homestay on a booking website does not decide its legal category. For land or a property that still needs development, resolve the permitted use before assuming this registration route will fit the finished project.
03 / Points needing confirmation
Do not design around an unresolved rule.
The amended B&B clause excludes buildings above 8 rooms; the SOP eligibility text says above 9, while its inspection checklist still shows 6 let rooms. Prepare one marked floor plan showing guest rooms, owner/caretaker rooms and shared areas. Ask the district tourism office to identify the applicable clause before you add a room or pay for a conversion.
For a leased property, also ask who can register and receive benefits: the amended B&B definition discusses leasing, while the SOP uses owner-only registration language. Do not treat a management contract or an LLP as an automatic answer. UP Tourism · Current standard operating procedure · p. 4
Save the written response with your application file. These are specific questions to resolve, not reasons to guess that a property is either eligible or prohibited.
04 / Documents
Prepare one consistent property file.
The SOP lists identity, ownership and address evidence, a room-marked plan and affidavit, a police character certificate, and caretaker identity for applicable B&B cases. Co-ownership requires other owners’ consent. UP Tourism · Current standard operating procedure · p. 4
Our working-file checklist adds practical organisation around those requirements. It is not a replacement for the department’s application form:
- Use the same applicant name, address and property description across the file.
- Keep a labelled plan and photographs that describe the property as it is today.
- Record outstanding consents, missing records and discrepancies rather than concealing them.
- Keep submission receipts, queries, replies and the eventual certificate together.
Use the right affidavit.

Download the official format, not a recreated form from this site. Some wording refers to an already registered unit: establish the correct application-stage wording with the department before signing. Never sign a declaration that is untrue.

Apply through the department. Keep the trail.

- Confirm the category. Resolve the specific property questions before entering information as settled fact.
- Prepare the file. Compare your documents with the current portal and SOP, not a saved checklist from an older year.
- Submit and retain the acknowledgement. Keep the application reference and copies of what you supplied.
- Track requests and inspection. Assign one person to check the application, answer queries and maintain the reply record.
- Review the outcome. Check the certificate’s names, address, category, room count, conditions and dates before relying on it.

A Rudraleela property enquiry is for assessing a possible partnership. It does not submit your government registration, pay an official fee or authorise opening.

The June amendment introduces portal self-renewal during the three months before expiry. The SOP retains older advance-application wording. Confirm the live renewal workflow; do not assume a certificate renews without action. UP Tourism · Policy and amendment orders · p. 28
Budget separately for required work, professional services, documents, equipment and working cash. A small registration fee says nothing about the cost of making a particular property ready. Set reminders for every approval and keep proof of renewal, not only proof of payment.
07 / Property readiness
Use the inspection checklist as a work list.
Use the SOP’s inspection checklist to assess gaps before purchasing equipment. UP Tourism · Current standard operating procedure · p. 12 Separate confirmed requirements from questions awaiting a department response.
For each gap, record the work, the person responsible, the quoted cost and how completion will be checked. Test water, lighting, bathrooms, guest access and emergency arrangements. Keep photographs and service records where they help demonstrate what has been completed.
For any camera installation, protect guest privacy: do not place cameras in bedrooms, bathrooms or other private spaces. Establish an appropriate common-area plan, signage, access controls and secure recordings rather than interpreting surveillance wording as permission to film everywhere.
Keep building use, local permissions, food service, taxes and foreign-guest reporting as separate checks. The national permissions guide provides official starting points. A tourism registration is not a substitute for checking those requirements.
08 / Money and management
Agree how the property will run.
The state portal mentions financial incentives and grants, but that is not a sanction for your property. UP Tourism · Official services and policy downloads Before including assistance in your cash plan, identify the scheme, eligible applicant, qualifying expenditure, application stage and written approval needed.
Keep the project workable if assistance is delayed or unavailable. Prepare monthly income-and-cost assumptions, an opening cash allowance and a list of work that can wait. Our national budget example explains why revenue is not the same as an owner’s payout.
For a Rudraleela partnership, the registration holder, property rights, required capital and daily responsibilities need to fit together. We would establish the registration path before agreeing who receives money, employs the team or contracts with guests—not force every property into the same share or entity.
09 / Common questions
Before you decide.
I live elsewhere. Does that end the discussion?
No. Describe the actual arrangement and use the category comparison to frame the question. A property being unsuitable for one category does not establish that every other route is available—or unavailable.
Can we form the LLP first and settle registration later?
That risks creating agreements around the wrong applicant or operating arrangement. Establish those roles first, then choose the business structure and contracts that fit.
Can Rudraleela guarantee registration or a subsidy?
No. The relevant authority decides. Our role in a proposed partnership is to organise the property review and preparation, not promise an approval we do not control.
Is this enough to open for bookings?
No. Use it to organise the process. Opening should follow the requirements confirmed for the address, completed work, available operating cash and a team ready to manage guests.
